Creo que se le debe pedir nuevas condiciones a una democracia para que funcione.
Estas condiciones deben ser captadas por los ciudadanos para promover una entidad que ejecute las acciones correctas tendientes a resolver los problemas sociales, los gruesos, luego los otros.
Condiciones para que exista democracia:

Las instituciones políticas , son una herramienta tendiente a resolver los problemas sociales. Por lo cual puede ser evidente que en algún momento no sean necesarias.
Los sindicatos deben permitir representatividad de todo tipo. En Argentina es sabido que un solo partido ( peronista) maneja los principales sindicatos.
Por otra parte , los sindicatos son instituciones transitorias cuya vida depende de las incongruencias del sistema social. Por ello, suponiendo una democracia que avance contínuamente en sus objetivos, los sindicalistas tienden a cero.
Los cargos deben ser indefectiblemente de un periodo, con una espera intermedia de al menos un periodo para repetir el mismo.
Los asesores deberán ser solicitados a un organismo que audite los mismos y se haga público los motivos que indican dicha necesidad.
No puede haber valores asignados para usar en caracter de donaciones de cualquier tipo. Ese mecanismo permite excesos y desvío de recursos.
Condiciones de acuerdo general
Debe haber un núcleo de coincidencias básicas entre todos los partidos políticos y ese núcleo debe estar en el centro de las decisiones y acciones del conjunto.
Si no se establece ese núcleo de coincidencias no puede decirse que haya democracia.
Todas las acciones , con mayor o menor velocidad deben generar cambios que modifiquen ese núcleo de problemas que se ha detectado como básico. Es común anteponer excusas ideológicas a las propuestas de cambio.
El cambio se impone , la tecnología ha avanzado para permitir que los trabajos se realicen con menos esfuerzo humano, proveer alimentos en mayor cantidad, etc. Pero el dominio de la tecnología para la concentración de recursos económicos es algo perimido, algo obsceno que tiene que acabar ya. El dominio de la tierra con más razón,puesto que no se parte de la originalidad intelectual o del arte de trabajar, sino de las propiedades de la tierra.
Las nuevas definiciones se imponen: Necesidades prioritarias sobre las ficticias. Limitar la generación de bienes innecesarios, que consumen recursos y polucionan. Promover transporte futurista público con nuevos criterios de transporte. Eliminación total en lo posible del automóvil, avión y similares excesos energéticos. Su utilización se debe restringir a situaciones puntuales.
Promover la eliminación de los actores nocivos de la producción: especulación financiera , bancos, créditos, inmobiliarias,etc.
Para ello es necesario que se acepten ciertas cuestiones:
Los jueces deben actuar contra los políticos porque sino el sistema no es democrático.
Los sindicalistas deben ser investigados, sus ingresos, recursos, deben presentarse en el ente recaudador del estado.
El sistema debe tener una dinámica de no pertenencia en el poder, o sea renovación permanente de sindicalistas, diputados, concejales, etc. De esa manera se evitan los acuerdos de poder que sostienen a personas eternamente, con vinculos a sectores que pretenden evitar los cambios.
Los partidos políticos deben mostrar claramente como eligen a sus candidatos , con un mecanismo transparente , que garantice un sistema dinámico , impersonal que no determine dominios de grupos internamente.
Se debe , desde el gobierno , brindar toda la información que se requiera de sus gastos y actos , que permita seguir las gestiones , su transparencia, la correcta aplicación de los recursos.
La justicia no debe permitir que el poder ejecutivo maneje a los jueces, La corte suprema debe asegurar que sus determinaciones son separadas de las acciones políticas , con transparencia.
Los fiscales , o jueces mismos , deben actuar al enterarse por los medios de casos de corrupción que involucren a personajes del gobierno nacional. Ellos tienen la potestad de investigar de hecho, sin que medie denuncia.
Dado que el gobierno debe asegurar las mejores condiciones de calidad de vida de la población en general, sus acciones tienen que incluir criterios nuevos , dado que los del sistema económico vigente a la fecha no han dado resultados. En ese sentido mis propuestas de proyectos sustentables, posibilitan el ingreso de millones de personas excluidas con la aplicación de proyectos que incorporan valor agregado y retienen el recurso económico en el estado como resguardo.
Los ciudadanos deben atender a los índices de control que muestren los cambios producidos por la acción política en su conjunto, periodo tras periodo. Esos indicadores mostrarían la calidad de la democracia si esta tiene sentido.
Is it possible that a democracy works?

Ist es möglich, daß eine Demokratie arbeitet?
Ich glaube, daß es neue Bedingungen zu einer Demokratie erbeten werden sollte, damit es funktioniert.
Diese Bedingungen sollten von den Bürgern eingefangen werden, um ein Wesen zu fördern, das die korrekten Aktien ausführt, die nehmen, um die gesellschaftlichen Probleme zu lösen, die Dicken, dann die anderen.
