Es evidente que las democracias en general no otorgan los resultados esperados por la mayor parte de los ciudadanos. Se justifica diciendo que hay que tener formación, especialidad, competitividad, productividad, etc.
En el fondo son conceptos idealistas, que implican una superioridad de un grupo sobre otro por razones asumidas como auténticas.
Hasta se imponen conceptos para aceptar situaciones como el de la lógica: ganador , perdedor .

El gran disparador de alarma del sistema es la acción del sistema económico sobre el clima, el sistema biológico, el agua, la capa de Ozono, etc.
Si es el sistema más "justo" , aceptando la definición de los que defienden este sistema entre las personas, el planeta no ha sido invitado como actor de esas acciones.
Claramente el gran cambio proviene de la tecnología aplicada a recursos naturales. En el fondo es un manejo sofisticado de la energía para obtener productos de necesidad real o ficticia.
Se ha otorgado una herramienta poderosa capaz de actuar sobre la materia de manera sofisticada , efectuando procesos impensados por artesanos, y  con un gran aporte de energía.
El concepto es que si para realizar un producto en otra época se utilizaba un tiempo T
una persona podía generar n.T productos en una jornada. Pero una maquinaria sofisticada realiza N.T productos con N>> n , lo que se consigue con tecnología y energía.
Esa posibilidad permite , con el concepto de propiedad privada generar todo lo que sea posible con la característica que las máquinas no exigen las mismas cosas que los hombres. A menudo los procesos se hacen más lentos cuando debe intervenir en ellos el hombre como parte del proceso total.

Los representantes de los ciudadanos.
En general los representantes de los ciudadanos no son personas idealistas que tratan de imponer sus propuestas, y si lo son , siempre son minoría en los congresos de diputados.
Los representantes están influidos por el sistema de alta energía y la definición de progreso impuesta. En ese sentido consideran bienestar : uso del avión, del automóvil, de la "necesidad" de viajes de placer, de otros elementos impuestos como símbolo de bienestar,etc.
Es conocido que en países como Estados Unidos hay representantes que se dedican  a hacer promoción de necesidades impuestas por los mismos fabricantes , especialmente en el caso de las armas, tema al que ellos mismos están expuestos.
En otros con menos instituciones fuertes eso es más evidente. Se genera así una fuerte realimentación del sistema que tiende a sostenerlo.

Un núcleo diferente en el grupo de poder
Es necesario un grupo científico, técnico permanente en el estado que utilice software especial para estudio de procesos, de manejo de recursos, de simulación de eventos y catástrofes, pero sobre todo que tenga la posibilidad de medir los recursos en función de la población y tenga autoridad para emitir informes .
De esta manera la clase política no podrá intervenir con sus acostumbrados esquemas demagógicos, transitorios, coyunturales, que les permiten sobrevivir en el poder.
Esto está acompañado de algo que he propuesto en otros artículos. Una captación permanente de las cadenas de producción de bienes. Esa captación no se refiere a todo tipo de bienes sino a los necesarios, luego de un análisis real de la necesidad de ellos.
Ese proceso es totalmente posible de realizar y consiste en dirigir una parte significativa de los recursos del estado a la captación de todos los componentes de la cadena productiva.
En principio, recursos naturales. Tecnología e infraestructura de cierto grado, dependiendo del tipo de producto que se trate.
La inversión del estado en conocimiento por medio de educación, investigación , aplicaciones o desarrollos es fundamental.
Es notable observar que muchas veces las carreras de investigación son manipuladas en sus líneas de investigación por el estado, o sea , la clase política, para evitar que generen algun estudio molesto sobre procesos o sistemas sociales, económico, etc. que los deje a los políticos sin el habitual discurso.
Evidentemente genera temor a los políticos la opinión de aquellos que son reconocidos en su especialidad y no están vinculados a la política, porque la política transforma la realidad en algo manejable a sus intereses.

Los científicos también son responsables. En general no se los oye expresarse con énfasis respecto a todos estos problemas socioeconómicos. Muchas veces son captados por los presupuestos de las mismas empresas que financian las investigaciones. Esto es muy común en Estados Unidos. En otros lugares donde el populismo reina, es común que se actúe sobre el presupuesto de mantenimiento de los científicos. Es el caso de Argentina.

Los requerimientos para la democracia deben incluir  el concepto de
tecnología aplicada en beneficio social
Limitación de bienes a producir, con identificación de su real necesidad
Eliminación o reducción al mínimo de las funciones financieras, bancos ,créditos,etc.
Limitación o control detallado de las relaciones económicas con otros países.
Limitación o eliminación de la posibilidad que empresas extranjeras intervengan en el país.
Cambio del criterio de ahorro social por uno de efectivo valor, como es el ahorro en el caso de fondos de previsión , en recursos naturales intactos, no ya en inversiones en el sistema financiero o inmobiliario de especulación.
Eliminación de privilegios de la clase política, entre los cuales están:
la posibilidad de ser reelecto indefinidamente. La posibilidad de generar entes en el estado que no demostrará su efectiva aplicación con índices de control. Eliminación de privilegios personales, ya se de jubilación , como de gastos especiales.
Emisión clara para el público de los datos de gastos y manejos de recursos.

It is evident that the democracies in general don't grant the results waited by most of the citizens. It is justified saying that it is necessary to have formation, specialty, competitiveness, productivity, etc.
In the bottom they are idealistic concepts that imply a superiority of a group on another for reasons assumed as authentic.
Until concepts they are imposed to accept situations like that of the logic:  winner, loser.

The great trigger of alarm of the system is the action of the economic system on the climate, the biological system, the water, the layer of Ozone, etc.
If it is the "fairrest" system, accepting the definition of those that defend this system among people, the planet has not been invited as actor of those benefits.
Clearly the great change comes from the applied technology to natural resources. In the bottom it is a sophisticated handling of the energy to obtain products of real or fictitious necessity.
A powerful tool has been granted able to act on the matter in a sophisticated way, making unexpected processes for artisans, and with a great energy contribution.
The concept is that if to make a product in another time a time T it was used
a person could generate n.T products in a day. But a sophisticated machinery carries out N.T products with N>> n, what is gotten with technology and energy.
That possibility allows, with the concept of private property to generate all that is possible with the characteristic that the machines don't demand the same things that the men. Often the processes become slower when it should intervene in them the man like part of the total process.

The representatives of the citizens.
In general the representatives of the citizens are not idealistic people that try to impose their proposals, and if they are it, they are always minority in the congresses of deputies.
The representatives are influenced by the system of high energy and the imposed definition of progress. In that sense they consider well-being:  To use airplanes, to use automobile, of the "necessity" of trips of pleasure, of other elements imposed as bienestar,etc symbol.
It is well-known that in countries like United States is representatives that are devoted to make promotion of necessities imposed by the same makers, especially in the case of the weapons, topic to which themselves is exposed.
In other countries with less strong institutions that is more evident. It is generated this way a strong feedback of the system that spreads to sustain it.



A different nucleus in the group of power
It is necessary a scientific group, permanent technician in the state that uses special software for study of processes, of handling of resources, of simulation of events and catastrophes, but mainly that it has the possibility to measure the resources in the population's function and have authority to emit reports.
This way the political class won't be able to intervene with its accustomed demagogic, transitory, of the situation outlines that allow them to survive in the power.
This is accompanied by something that I have proposed in other articles. A permanent reception of the chains of production of goods. That reception doesn't refer to all type of goods but to the necessary ones, after a real analysis of the necessity of them.
That process is completely possible of making and it consists on directing a significant part of the resources from the state to the reception of all the components of the productive chain.
In principle, natural resources. Technology and infrastructure of certain grade, depending on the product type that is.
The investment of the state in knowledge by means of education, investigation, applications or developments are fundamental.
It is remarkable to observe that many times the investigation careers are manipulated in their investigation lines by the state, that is to say, the political class, to avoid that they generate some annoying study on processes or social, economic systems, etc. that  leaves them to the politicians without the habitual speech.
Evidently it generates fear to the politicians the opinion of those that are recognized in their specialty and they are not linked to the politics, because the politics transforms the reality in something governable to its interests.

The scientists are also responsible. In general, it is not heard the investigators, to be expressed with emphasis regarding all these socioeconomic problems. Many times they are captured by the budgets of the same companies that finance the investigations. This is very common in United States. In other places where the populism reigns, it is common to act on the budget of the scientists' maintenance. It is the case of Argentina.

The requirements for the democracy should include the concept of
technology applied in social benefit
Limitation of goods to generate, with identification of their real necessity
Elimination or reduction to the minimum of the financial functions, banks, credits, etc.
Limitation or detailed control of the economic relationships with other countries.
Limitation or elimination of the possibility that foreign companies intervene in the country.
It is necessary to change the approach of social saving for one of effective value, like it is the saving in the case of welfare funds, in intact natural resources, not already in investments in the financial or real estate system of speculation.
Elimination of privileges of the political class, among which are:
the possibility to be chosen indefinitely. The possibility to generate entities in the state that won't demonstrate their effective application with control indexes. Elimination of personal privileges, either of jubilation, as of special expenses.
Clear emission for the public of the data of expenses and handlings of resources.
