Normalmente las actividades se desprenden de una lógica que obedece al aporte en la producción de los bienes y a la posibilidad de que cada puesto ubicado en una parte de mayor preponderancia, pueda ser capaz de cumplir con cualquier tarea que está por debajo de la suya. ( aunque sea hipotético que deba realizarla)
Esto no es arbitrario y con más o menos diferencias, se logra un esquema de funciones como el que muestra la figura. Si las funciones se cambian de nivel , es porque algo no está siendo bien sopesado, algo está alterando esa distribución natural , equivalente a decir que algo no cumple la estadística natural.
Esto también obedece al tema de procesos para realizar una actividad específica, ciencia que es ampliamente conocida.
Ahora bien, porqué debo explicar esto? Porque en Argentina las cosas están cambiadas ampliamente. El poder de determinación de los niveles de ingreso lo tiene un grupo de sindicalistas, que no comprende esta lógica, o pretende ignorarla. Así se hace en todas las áreas donde ellos puede tener influencia.
Por ejemplo , es posible ver que un camionero puede percibir ingresos muy superiores a un médico del estado en funciones, siendo que su función tiene relativa importancia, es reemplable con relativa facilidad. Otra característica de este grupo de poder es ignorar los estudos de procesos, las estadísticas, la racionabilidad de los procesos. En general conviene no divulgar estas teorías, razonan , porque les impide elevar al infinito sus reclamos.
El nivel de arbitrariedad es tal que se comparan con las ganancias que perciben las empresas a las que prestan servicios. Esto también está relacionado a la falta de límites a las ganancias empresariales.
Los políticos también prefieren ignorar estos procesos y esquemas de representación de funciones, puesto que así pueden definir cargos para los amigos sin tener que explicar en detalle las funciones de los mismos.

Die Aktivitäten gehen normalerweise von einer Logik ab, die dem Beitrag in der Produktion der Güter und zur Möglichkeit, die jede Position in einem Teil von mehr Überwiegen fand, gehorcht, es kann fähig sein, irgendeine Aufgabe zu erfüllen, die unter seines ist. Dies ist nicht willkürlich, und mit mehr oder weniger Unterschieden wird ein Umriß der Funktionen als der eine erreicht, der die Figur zeigt.
