Generando valor agregado. El valor agregado es aquello que se suma para que el elemento básico de un producto tenga un valor mayor respecto a su valor original. Si se fabrica pan, a partir de harina, todos los procesos e insumos que se usan en ello contribuyen a otorgarle un valor superior al de la harina, el elemento base utilizado. Valor agregado manual o mecánico ( proceso automático o semiautomático) Supongamos el ejemplo del pan. Un operario es capaz de generar pan en cierta cantidad y calidad en un tiempo determinado. Si cuenta con maquinarias , el puede acelerar el agregado de valor, ahora genera más pan en el mismo tiempo. Desde el punto de vista del valor agregado, es capaz de otorgar más valor agregado en el mismo tiempo que cuando lo realizaba en forma manual. En el caso de un proceso totalmente automático en la generación de pan. se puede asumir que la velocidad será superior a cualquier caso anterior indicado. Esto vale para los trabajos manuales o utilizando algunas herramientas , pero que básicamente son hechos por la acción directa del humano. En la generación automática de productos, la acción humana, del operario consiste en activar dispositivos, iniciar procesos, supervisar, pero las acciones concretas no son hechas por el. Los propietarios de la maquinaria o conjunto automático, se atribuyen el valor final de los productos así generados, pese a que su participación es ínfima. El sistema legal permite adquirir sistemas automáticos para realizar productos y generar ganancias a partir de ello. Otro problema es que encuentre como aplicarlas o quien las necesite. Pero cuanto de auténtico hay en los desarrollos? Es común generar una aplicación tecnológica basada en herramientas básicas existentes y diseñadas por otro. Ejemplo: Un dispositivo automático es capaz de generar un producto en base a acciones de diversos sistemas, calentando, mezclando, transfiriendo materia de un lugar a otro, etc. Ello se logra en base a dispositivos electrónicos que tienen un programa que se ejecuta secuencialmente, o por medios analógicos que realizan igual tarea. Los medios electrónicos o analógicos en general tienen la misma base: semiconductores, transistores, diodos, resistencias, amplificadores electrónicos, circuitos integrados que concentran funciones. Por ejemplo, el circuito integrado LM555 es un conocido elemento capaz de realizar diversas funciones, de acuerdo a la forma que se realizan las conexiones de sus elementos periféricos. Es capaz de generar circuitos de tiempo, osciladores de onda cuadrada, que son básicos en procesos de todo tipo, de medición , de control , etc. De igual manera muchos otros y más complejos dispositivos se utilizan como módulos para el armado de funciones más complejas. El desarrollo entonces pasa a ser potestad del conjunto humano en ese caso, pudiendo utilizarse en su beneficio. Ello no implica que se utilice el beneficio de la automatización en favor de una persona que compró el desarrollo, sin participar en lo más mínimo en su formación. Incluso puede haber más de un elemento diseñado por otra persona en la formación del desarrollo automático. Diseño: alta aislación térmica y ahorro de energía. Pese a que el diseño más conveniente en una vivienda sería hacerla enterrada, o semienterrada, para áreas en que las napas se encuentran cercanas a la superficie ,( zonas cercanas a ríos), el problema es la construcción en profundidad. En este diseño se ha optado por aislar en principio toda la vivienda con paredes externas que generan una zona de aire, aislada térmicamente. El paso de energía desde el exterior es atenuado de manera tal que solo el 0.86% del valor sin aislación ingresa al ambiente. El cielorraso se separa convenientemente del techo para generar una barrera aislante similar.

Por otro lado se introduce el concepto de aumento de la superficie en contacto con el piso a una profundidad mayor. El aprovechamiento de la potencialidad térmica de la tierra, es importante en este diseño. Una superficie que está permanentemente a 15 ºC es una placa fría que permite fácilmente refrigerar el ambiente por el efecto de convección fundamentalmente. Música, emociones y matemáticas. Este es un tema que no tiene una explicación clara, como tampoco se conoce el funcionamiento interno del cerebro en profundidad. Las explicaciones que trato de emitir acá están basadas en observaciones, una forma "intuitiva" de explicar el tema, pero con una base real y referencias. El cerebro y las matemáticas. Evidentemente el cerebro tiene una relación estrecha con las matemáticas. El mecanismo o herramienta que permite conocer el mundo real , la física , generar un conocimiento sistemático de la naturaleza, es la ciencia matemática. Con ellas se logran las aproximaciones a problemas complejos que sin ser explicados totalmente, se explican en sus fundamentos, determinando así las bases de su comportamiento natural. Con el enorme conocimiento de la naturaleza, lo que posibilitó la tecnología actual, muchos logros en medicina, ingeniería, automatización, etc. es evidente que no se puede discutir ese "intermediario " entre el hombre y la naturaleza, las matemáticas. Como he expuesto en otros artículos, pienso que el lenguaje tiene una raíz matemática, que es coherente en el sentido que si las matemáticas explican la física, el lenguaje sirve para relacionar a la persona con la física, con el mundo físico.

Los sonidos. Los sonidos pueden ser representados con funciones más simples cuya base es la función seno. Sonido puro: Es el generado por un elemento mecánico que emite una onda de presión en el aire , seno de una frecuencia determinada. Comúnmente un diapasón emite un sonido de la frecuencia a la que está ajustado o calibrado. Los sonidos en general vienen acompañados de otros sonidos puros en menor amplitud ( energía) y mayor frecuencia. Independientemente de las maneras en que se define cada tipo de tonalidad, lo que interesa es que originalmente se asociaban a situaciones de la vida humana, como alegría, crueldad, furia, gravedad, etc. Ese concepto o asociación se ha transmitido a los autores en el tiempo. Ello nos indica que estamos predispuestos a oír una pieza clásica triste, porque se ejecutó en una tonalidad determinada, adjudicada a la tristeza. En sí , es una manera de reflejo condicionado. En ese sentido la persona con mayor educación puede encontrar más sugerencias en la música, al conocer historias, situaciones, leído o visto en diversos medios, situaciones que las puede asociar musicalmente. De alguna manera se puede decir que hay mayor caudal de emociones , situaciones, expectativas, etc. alojadas en la memoria de la persona con mayor educación. Se puede afirmar que hay más elementos para activar por un medio externo. Las relaciones entre notas, las notas superpuestas de determinado tipo ( acordes), producen efectos interesantes para el cerebro, pero no dejan de ser relaciones matemáticas entre frecuencias. Los grupos de acordes que se ejecutan en una pieza, "suenan" bien, debido a que en su raíz existen frecuencias asociadas entre acordes, denotando un cierto parentesco entre acordes. En ese sentido le caen bien al cerebro porque hay una armonía matemática en sus relaciones. La conclusión es que el cerebro usa la herramienta matemática que le es natural, para llegar al lugar de residencia de nuestras emociones, lo que es un lugar o sector donde han quedado grabadas situaciones, expectativas, como alegría, tristeza, vigor, creatividad, no explicadas en estos términos , sino en ejemplos vividos o leídos y conocidos, que contribuirían a reforzar el sentimiento. El mejor camino para llegar a catalizar las emociones sería la herramienta matemática sonora de características ya explicadas. El tiempo de amortización de la inversión en paneles es de unos 5 años en este caso. Si se opta por reducir la habitación de dos maneras diferentes se obtienen mejores resultados. Una manera es reducirla con una pared móvil de paneles, que se desplazan en cierto momento y generan un ambiente de menor volumen, como muestra la figura. En ese caso la reducción de consumo de electricidad es de (1-0.1307).100= 86.93% y el tiempo de amortización de la inversión de unos 2.24 años. La amortización se tiene en cuenta para días de funcionamiento efectivo de la instalación. Los días sin uso de aire acondicionado no se deben contar, no obstante los días de invierno con calefacción, se cuentan. Además suman mas que en verano, debido a que los cuerpos humanos calientan el ambiente, que es el objetivo buscado, reduciendo el consumo de energía. Ello justifica aún más la inversión en paneles puesto que la diferencia de costo eléctrico será mayor aún, por lo que la amortización será en menos tiempo que el indicado. Influencia del cambio del espesor del aislante. Si se cambia el espesor del aislante hay dos variables a tener en cuenta, por un lado se disminuyen las pérdidas y el consumo eléctrico es menor. Por otro lado se incrementa la inversión en paneles . Entonces se debe verificar como cambia el tiempo de amortización de la inversión. Se duplicó el espesor del aislante. Aún cuando un emprendedor lo haga con buenas intenciones, el sistema lo lleva a esa situación, la acumulación. Para que alguien pueda ser incluido en la satisfacción de bienes necesarios, debe darse que una cantidad de intermediarios hayan satisfecho sus necesidades, no las fundamentales, sino las impuestas, las de las distinciones sociales, de los hábitos impuestos. Estos intermediarios son: el empresario en principio, que no es uno solo, sino todos los involucrados en la cadena de producción de un producto final. Los sindicalistas, los políticos con el pago de sus cargos, la administración del estado misma es un intermediario. Los bancos, las entidades de crédito, etc. Actividades que implican energía. En el sistema económico actual se olvidan los bienes fundamentales, quedando ocultos en la maraña de bienes o productos ficticios. Todos añoran volar, usar automóvil, comprar todos los artículos electrónicos, etc. Pero si de golpe les comunican que no hay alimentos, ni energía eléctrica de uso diario, o para calefacción, allí tomarán conciencia de lo olvidado de esos elementos que son los realmente importantes. También es cierto que las personas incluidas en el sistema pueden vivir en base a los impuestos percibidos por el estado, y los particulares en base a las actividades que se generan con las inversiones empresariales. Pero lo interesante es notar que gran parte de las unidades de energía necesaria, quedan en manos de muy pocos, sin contar los males colaterales que surgen. El sistema deviene en uno de alta energía , lo que implica que pocos acceden a el y la mayoría no puede acceder a bienes fundamentales de baja energía que son sencillos de generar sin intermediarios. Como cambiar el sistema? El estado ( gobierno) puede hacerlo. Cuánta energía es necesaria? En la generación de productos agrícolas por medios mecánicos se requiere energía para los tractores, cosechadoras, etc. Es gas oil en cantidades perfectamente determinadas. De momento no hay otros artefactos con potencia que funcionen con energía diferente. En los procesos intermedios de los alimentos hasta hacerlos productos de consumo final, intervienen maquinarias , muchos de esos procesos son automáticos. Ello sin contar con los productos que se consumen directamente desde la salida del campo ( productos frescos, vegetales verdes, etc.) Por ello , la generación de alimentos en forma directa para una población implica una energía mínima, pero bajo las reglas del sistema de mercado, se deben generar miles o decenas de miles o más unidades de energía, para que la población pueda sustentar sus necesidades, debido al poderoso filtro de las empresas, los intermediarios, etc. Bienes ficticios o innecesarios. Para su fabricación se requiere una cadena de procesos y energía. Existe progreso de baja energía. Tomemos el caso de los semiconductores. Con ellos , que se generan básicamente por medio de procesos sofisticados, que implican conocimiento más que energía, es posible obtener resultados favorables para la sociedad humana. Ejemplo: comunicaciones. Automatización de procesos que permite aprovechar energía natural, sistemas de medición de parámetros físicos, sistemas de ventilación automáticos, de control de parámetros en procesos de productos, etc. Modos de bajar energía del sistema: construcciones con aislaciones térmicas, o con construcciones subterráneas, o con uso de energía geotérmica solar.

Exportación de productos agrícolas masivamente. Brasil es el ejemplo concreto, de uso masivo de recursos naturales en forma incoherente. Anula las selvas y extensiones naturales para generar agricultura, pero no con el objetivo de alimentar su población , sino con el de generar riqueza con exportaciones que luego en el retorno de ingresos puede llegar a mejorar algo la situación de la población. Fácilmente los gobiernos pueden revertir esta situación. Pobreza democrática argentina: provincia de santa fe. Argentina tiene una democracia de muy baja calidad, que se manifiesta de diversas maneras. Desde el poder central por un lado. Desde las provincias por otro. Una muestra de la pobreza de la democracia argentina, se manifiesta en la provincia de Santa Fe. 24 años de peronismo, desde 1983 a 2007. Luego de esos años , con gobiernos del mismo signo que dejaron todo sin cambios, con corrupción, etc., llegan los socialistas al frente de una agrupación de partidos que ganan las elecciones de gobernador. Este nuevo gobierno, se dedicó a modificar la estructura de gobierno como primera medida, con un solo objetivo: generar nuevos cargos de funcionarios para poder designar a los amigos. Hoy Santa Fe, tiene un número inédito de funcionarios de gobierno, que sorprende a los propios peronistas. Qué cambios han impuesto? No hay ningún cambio en la provincia. Los generadores de actividad productiva son los mismos, los pobres y bolsones de pobreza son los mismos, la administración del estado sigue inalterada, a no ser por la cantidad de funcionarios que han generado estos gobernantes. Algo nuevo hay: muchos más policías en la provincia. Increíblemente parece un gobierno conservador, porque apostar a más policías es indicar que no se tiene nada nuevo en mente para cambiar el estado de cosas. Medición de la calidad de la inversión monetaria en funcionarios. Cómo se mediría la gestión de este gobierno? Como he mencionado en otros artículos, es necesario contar con índices de control para las distintas actividades de un político. Por especialidad, por sector, etc. Medición calidad educativa. Esta medición la debería hacer el gobierno ( frente progresista) y exponerla públicamente para dar evidencia de la manera en que invierte dinero en educación. En esta área se han generado aumentos notables en los sueldos ( en el sector secundario fundamentalmente) , pero sin ningún dispositivo de medición de los resultados. Lo que ha sucedido es que este gobierno pactó con los sindicatos de educación, les aumento el sueldo, pero dejen todo como está, simulen que educan, no hagan olas... La realidad social dice que gran parte de los alumnos provienen se sectores con graves problemas económicos, que los condiciona en el aprendizaje. De alguna manera, este gobierno se suma al nacional, al que nunca le atraerá la educación , manteniendo una masa de personas fácilmente controladas , que es el objetivo final. En general es conocido que no hay proyecto de país, con estudios de carreras, planificación de planes educativos, medición de resultados del sector, etc. En las estadísticas latinoamericanas Argentina ha descendido notablemente, lo que indica que el modelo de sociedad que se está conformando requiere de un control para mantener el poder. También el déficit es notable en las carreras “duras”, que son las que sirven en general. El incentivo no puede existir cuando los alumnos vienen con graves problemas desde el colegio primario y secundario. Para colmo, el gobierno de Santa Fe es dirigido por un “socialista”, una contradicción total. Medición de generación de nuevas actividades productivas Pese a que he expuesto ampliamente mis puntos de vista sobre este sistema económico, tampoco se observan indicadores públicos que muestren mayor actividad económica en el sistema actual. Si ello ocurriese debería haber más actividad y menos fuerzas de seguridad ( eso ya es un indicador indirecto). Medición de generación de actividades productivas a partir de la gestión independiente del sistema económico actual. Si remotamente tuviesen un plan diferente de generación de actividades económicas , al vigente, deberían existir indicadores al respecto. No solo no hay indicadores, no hay nada nuevo que mostrar. Medición de la calidad de funcionamiento de la administración del estado. Siendo que manejan la provincia, deberían mostrar la eficiencia en el funcionamiento de los diversos entes estatales. No solo no se muestra nada, se deja todo en silencio, para que se genere un ambiente de calma total. Lo que está sucediendo es que han generado nuevos cargos, contratado más empleados, han generado entes paralelos para contratar más personal, cuyas funciones son indemostrables. Entonces mal podrían controlar lo existente cuando ellos están alterando más la administración. Realmente son personajes nefastos.

Medición de la calidad de funcionamiento y administración de empresas del estado. De esto ni hablar. La “empresa” de la energía local EPE, sigue siendo una entidad privilegiada, donde el personal ingresa por medio de las ocurrencia del sindicato, los cargos designados internamente privilegiados ( gerentes, jefes de área, jefes de unidad), no son alterados en cantidad ni calidad, por el directorio, lo que indica la clarea sintonía con el peronismo. El costo de la energía eléctrica sigue incrementándose, pero nadie muestra las cuentas internas con claridad. Este gobierno no solo deja las cosas como están sino que las altera más aún. A saber: ha generado un cargo de “gerente de innovación tecnológica “ en la entidad. Un cargo para un rosarino, que es solo prestidigitación al estilo Binner. Nunca podrá justificar ese cargo puntualmente en una entidad donde todo lo que se compra es extranjero, relés inteligentes, interruptores, controles de tensión, dispositivos de monitoreo ,etc. Ni siquiera la iniciativa de generar un desarrollo local. El software es totalmente externo, en su mayor parte extranjero como Windows, Autocad, manejo de sistemas de adquisición de datos, etc. Los procesos internos, las compras y las previsiones , no son controladas externamente ni son públicas. Ahora tiene otra oficina más , evidentemente han contratado más personal increíblemente. Oficina de asesoramiento legal gratuito. Siempre vacía, su utilidad es equivalente a la defensoría del pueblo, la de derechos humanos, etc. Gabinete joven. Para jóvenes socialistas que practican de funcionarios con sueldo. Los “nodos” , otro cuento. Una perpetuación del sistema económico vigente, solamente pretendiendo apoyar lo que hay atender cuestiones puntuales, para que la gente haga catarsis en medio de una crisis sin solución. Las asambleas participativas, la catarsis social sin ninguna responsabilidad política. Una charla de café gigantesca. No he visto semejante iniciativa tan falsa en sus objetivos, atendiendo a que aparentemente su objetivo es la participación ciudadana ( sin responsabilidad para el ejecutivo). Si deseas participar en los partidos políticos te mandan a juntar votos a las villas o hacer asistencia social. A los afiliados a los partidos de este gobierno no los invitan a las reuniones partidarias ( así se eligen entre ellos), te invitan a una asamblea participativa. Te remiten a un ciudadano, sin iniciativas con una bajo grado de educación. La ciudad de Santa Fe, capital de la provincia. Santa Fe capital. La ciudad de "entre mate y mate"... y los periodistas? Solo hay que encender el aparato de radio y captar las emisoras locales para conocer lo que es la ciudad de Santa Fe. A la mañana juegan a “ la trivia” en la radio de la universidad del litoral ( LT10) , juegan entre ellos, bromean, hay que pasar el rato. No hay análisis político crítico para nada. El otro señor que aparece los domingos, nos cuenta en forma general los casos de corrupción a la distancia, pero sobre el gobierno local no dice una palabra, tampoco acepta mensajes en la radio sobre el gobierno. Es necesario aclarar que a su vez pertenece a un diario que es totalmente ajeno a la realidad, el principal diario de la ciudad (El Litoral) , donde se cuentan los sucesos sin analizarlos con un mensaje crítico. De igual manera el canal 13 local y su noticiero, es realmente un noticiero para niños. No hay un análisis de la realidad en absoluto, solo atienden a eventos sociales, cuestiones puntuales, el clima, costumbres del sistema de consumo, etc. Enmascarando la realidad social Una provincia anacrónica. Santa Fe sigue sosteniendo la religión católica. A los curas y obispos se les abona sueldo mensualmente , se privilegia una creencia por sobre las certezas que nos han puesto en una mucho mejor situación frente a la naturaleza y existencialmente. El recientemente fallecido obispo Storni, procesado en una causa por abuso sexual , murió percibiendo el sueldo de obispo, de la provincia de Santa Fe , en una casa quinta en La Falda, Córdoba. Todo esto no hace más que indignarme en “democracia”. Una democracia pobre , débil , de personas que aceptan en silencio, como nos roban la posibilidad de tener una existencia potente, digna, de ser referentes mundiales, al ser favorecidos por lanaturaleza… Y la comuna? Iluminación pública , sin criterio, no hay personal técnico que asesore a estos políticos, tan mediocres que no aceptan siquiera propuestas gratuitas al respecto. Es vergonzoso como publican como obras la iluminación de sectores de la ciudad sin ningún criterio técnico, racional. La energía en exceso que se consume noche tras noche, constituyen un error de gestión que debería equiparse a corrupción. Ejemplos: Plaza del soldado. Mal iluminada, exceso de nivel de iluminación, luminarias no corresponden. No traslúcidas. Potencia puntual excesiva. Peatonal San Martín, iguales observaciones, aunque han apagado parcialmente la iluminación ( tal vez intervienen los comercios). Jardín Botánico de Aristóbulo del Valle, iguales errores que en plaza del soldado. Existen otras plazas así . Avenidas. Costanera, con tramos con triple iluminación. Avenida Galicia, iluminación con columnas y central con farolas en los canteros, que tienen errores de selección. Puntuales no traslúcidas, de excesiva potencia. Errores que generan vergüenza a quien entiende algo. JPaso, Gral López, otras avenidas internas, etc. Pese a que he enviado informes técnicos a esta gestión y la anterior nunca tuvieron en cuenta ese aspecto. ( diseñé sistemas de iluminación vial por 10 años). Inundaciones: esta intendencia viene salvando su gestión porque no ha llovido un mínimo que inunda diversos sectores de la ciudad. Porque solución concreta no han planteado. Se aprovechan de el hecho que un juicio puede durar mucho tiempo y cuando se decide, ya pasó tanto tiempo que no tiene sentido. No hay respuesta democrática. Cada vez que hay inundaciones hay manifestaciones. Transporte público, el desastre total en Santa Fe. Aparentemente el arreglo es que los del transporte son una entidad que se conduce sin interferencia de la municipalidad. El servicio pésimo, sin embargo el intendente no se ha enterado. Por supuesto, el no usa colectivos. Sin incentivos a nuevas actividades productivas. Pero ellos juegan a la cultura, generando “espacios”, toda esa cosa virtual que sirve para enmascarar la realidad, importada de Rosario. El “barco fantasma” sigue en el puerto de Santa Fe. Otra simulación del frente progresista. Nos hacen creer que hay un puerto, entonces traen un barco viejo y lo anclan para que tengamos la impresión de que hay un puerto activo. Este barco se trajo al puerto en Abril de 2011 , diciendo que se lo repararía y abandonaba el lugar. Pasó todo el año y el barco quedó. Ahora sigue allí. Por supuesto ,este puerto es inservible, y ellos mantienen el barco como elemento decorativo. A la vez sirve para que los funcionarios tengan algo que hacer, limpiando el barco.
